M/s Webel Informatics Limited is inviting proposal from prospective bidders for ‘Development of Web Enabled Application’ for the Department of Labour, Govt. of West Bengal. A brief description of the job is given below-

Before submitting Bid one should read the Subject Matter and Scope of Work as stated below-
Scope of work:  Development of an Online Application module for Randomization of Inspection of factories. This is to mean that the application software would randomise inspection schedule.

Randomization of Inspection: Inspections to the factories is an important task carried out by the Inspectors of Directorate of Factories. Present system needs randomisation of selection of labour inspector to inspect factories without any manual intervention. System should cover all the firms / factories for inspection. This would minimise the chance of fewer number of firms getting selected more frequently for inspection, which in turn reduces the impression of excessive inspections.
As per Government of India guidelines the State government is to liberalise their inspection systems. Several steps are taken in this direction like self certification and randomized inspection. Employers are expected to get benefit from this scheme in several ways : a firm will be inspected only once in the stipulated time cycle (three or five years), there will be no special target due to randomised selection of the firm, and a shift is expected from penal inspections to guiding inspections. Various State Governments are doing this for two reasons —
    o to project a reform-oriented image to the investors
    o to achieve a better score on the index of ease of doing business initiated by the Centre.

Randomisation Software: In the randomized system, the selection of the inspector for inspection will be generated through software. It would be based on a randomization logic with mapping of factory database with zone, category, inspection history of a factory, inspection history of the labour inspectors, inspectors’ database with zone, previous inspections at factories, routine inspection. Provision of special inspection, complains, and accidents would also be mapped. There will be authorized access for randomized list generation as determined by the Administrator. So that the assignment list for inspection would be obtained on the day of inspection to restrict communication to the owner of the factories before inspection, to ensure a fair and transparent inspection system.

Training: Operational Training is to be given to the users of the Application in the office of the Labour Department.

Manual: User Operational Manual is to be provided to the users of the Department.

Interested bidders should submit their bid within 17.09.2015. The lowest bidder will get the opportunity for Development of Web enabled Application’
The offer shall be in a sealed envelope addressed to “M/s Webel Informatics Ltd., 225F, A.J.C Bose Road, Kolkata-700 020” super scribed “Offer for Tender Invitation No. WIL:WAD:02:2015-16. Not to open before 17.09.2015”.

WIL Management reserves the right to cancel the tender, if necessary without assigning any reason.
